Indeed, through its alienation from the political system and its effect on other classes and their aspirations, the underclass is one of the most politically significant classes in contemporary capitalist democracies. Is the view that New Zealand is a classless or egalitarian society a total myth? Not entirely. Certainly, New Zealand society has always had the inequalities of wealth and economic power and the disparities of occupational status which are typical of all modern capitalist societies and, in recent years, as elsewhere, these inequalities appear to have been increasing.

But a lower value for the New Zealand dollar hurts importers and adds to the national debt, which is counted in overseas currencies. Low interest rates advantage those borrowing to invest but not those whose income is derived from the interest gained by lending funds. Reduced taxation may be of some advantage to everyone who pays taxes but it will not help those on the public payroll who lose their jobs or who have their benefits cut as a result. Such conflicts of interest are a major source of political conflict over the direction to be taken by government policy.

In this respect Pakeha influence tends to be unseen because it is so all pervading. But in social and political analysis it will always be important to look behind the facade of ethnic neutrality to examine the actual extent to which the specific interests of Pakeha and those of other interest groups are being advanced.
